ThirdEye
People need to have a realistic idea of what they want their criminal groups to be. If they're the crash-out rob everyone bandits, obviously it won't be long until you probably end up dead doing the same shit all the time. If you're a more organized group wanting to run your own RP hubs like in Thieves Landing, Van Horn, the Bowery, etc. then you're probably not going to engage in the highway robbery shit because it could lead to your death and then you ruin your own roleplay zone. Other criminal ventures are sorely lacking but what is the fix? Is there one? There's no drug market, obviously, most drugs are legal and even encouraged in society. Nobody gives a rats ass about moonshining, not like there's prohibition either. The only criminal thing players can really engage with is robbing people and occasionally doing an event heist of a train or bank or something. What else could they do? Any other criminal racket lends themselves to being the more organized crime types, and would they risk doing robberies too to lose their roleplay hubs potentially? Guess the point I'm getting at is that outlaw roleplay isn't feasible for the long run. You can have long term outlaw characters that grow into legend across the server, and that's good, but those characters eventually die just like outlaws died in real life. Some lived but only because they went straight or snitched and got pardoned, etc.
Riverrun
The issue lies in the ratio of criminals to regular players. You can hardly step outside without being attacked. We're in the 1900s—by this time, the West has been largely tamed, and there are laws in place. But in the game, you're getting killed for no reason, as if there are no consequences. It's just plain unrealistic and, frankly, boring. Then the main argument is that if you’re Native, it’s not even seen as a problem… as if they’re not even considered human. This perspective is, of course, completely incorrect
Prisvalde
I like playing with different sorts of criminal enterprises and I've had little issue in working my intended RP path through admin acceptances + finding players interested in more white collar rp experiences. souti
Robbery at gunpoint is always going to be the most attractive venue for outlaw roleplayers, it brings adrenaline, anxiety and the thrill of the chase - nobody could ever blame them for choosing it, I've also done it and it's quite fun. For this to happen less frequently, a county needs a law office to fight against it effectively and make the outlaws accountable for their heinous acts. It's not an RPQM issue, it's an IC issue plainly put, sadly.
Riverrun
I would agree if the consequences were strong enough. It is just not the case. The consequences for a criminal should be much higher than the victim.

Either you get whacked by your own victim, transported to a Sheriff‘s Office just to sit in a jail for a maximum of 14 (!!!) days (thankfully Lawliet responds quick, but still, that‘s not the point) that, more or less, make your character unplayable OR you‘re getting sent to Sisika (light CK, you can‘t break out unless some criterias apply which, unfortunately, realistically never really apply) OR you‘re getting hung (CK). I‘ve played both sides. There‘s pretty uncool situations and possible loopholes on both sides. 1
