Office of the United States Attorney United States Department of Justice Qui Pro Domina Justitia Sequitur History The establishment of the United States Attorney as a title and officeholder was with the Judiciary Act of 1789. This act, which also established the Office of the United States Marshal, provided that every federal district in the union, in addition to having a marshal overseeing the enforcement of court orders, also have a presidentially appointed office holder in charge of all representation and investigation in matters to go before the district court. This is the job of the United States Attorney, who as a result works closely with the court and marshal to ensure the swift administration of justice. "Person learned in the law to act as attorney for the United States...whose duty it shall be to prosecute in each district all delinquents for crimes and offenses cognizable under the authority of the United States, and all civil actions in which the United States shall be concerned..." Prior to 1870, the Office of the United States Attorney in each district operated independently under the auspices of their presidential appointment. US Attorneys served a standard term period of 4 years, before maintaining their seat at the pleasure of the incumbent president. It was at the discretion of the president whether they were removed for a new appointee, or continued service. The US Attorney would remain in their position until asked to vacate, or in cases of mental incapacity or death. Except primarily in cases of incompetence or high controversy, most US Attorneys maintained their positions for far beyond the standard term as provided. The US Attorney, being the chief federal prosecutor for a district, was given the discretion to appoint/hire assistants and support staff. Assistant United States Attorneys, known more commonly as AUSAs or federal prosecutors, work under the direction of the US Attorney to investigate and prosecute violations of federal law that the principal officeholder may not have the time or capacity to handle as one person. Much like the president delegates to his cabinet, the US Attorney would delegate to AUSAs. Support staff comes in many shapes and sizes. From their own discreet investigators, to secretarial staff, to paralegals and researchers, the Office of the United States Attorney could be quite a large group of people working to ensure that all crimes within the district was justice done. In the year 1870, the United States formally created the United States Department of Justice. A cabinet department under the direction of the United States Attorney General, this department encompassed both the Offices of the US Marshal and the Offices of the US Attorney. The work of both offices were put under the control of the United States Attorney General, who until then had been something of a figurehead/advisory position. From there, all court enforcement and prosecution were linked not merely by presidential appointment, but directly by a cabinet department.   2. Hey, Pulse. My name is Bailey. I've been an avid roleplayer since CallMeKevin's SA:MP server, MTG. I came across Red Dead Roleplay from the leading text-based GTA V server, and immediately switched gears. Roleplay in the Western environment is way more fun than modern-day city as far as I'm concerned, and I've pretty much dived face first into it.   3. The Estate of W.M. Braithwaite "Thou wouldst be great, art not without ambition, but without the illness should attend it." The Braithwaite estate has survived and thrived from the agricultural highs and wartime lows of the age of the frontier thanks be largely to the steadfastness of its ruthless patriarch, William Braithwaite. Come the abolition of slavery, the profits of the plantation sorely plummeted much to the chagrin of many of the veteran players in the Braithwaite family, but William served as the chameleon that seamlessly shifted politically and logistically to ensure the merit of his legacy. When came the droughts, he vied for the estate to sow lavender and thyme in place of cotton and tobacco. When suddenly workers were required to be paid a wage, he subsidised his losses with hops and cider and supported distilleries with his crops. When the battle for Scarlett Meadows arrived on their doorstep, he even employed a faith in his wife and sisters to manage the estate when the men went to fight, who bred and trained their horses to gift to officers for social vantage. To that end, William Braithwaite instilled in his children the true nature of capitalism—to forego one's beliefs and merits in the name of one's ambitions. The year marks one hundred years since the manor's completion. William Braithwaite is plagued with a senile affliction and in its lieu, it falls to his children to satisfy his role as head of house, those being Reginald and Eleanor Braithwaite. Major Reginald M. Braithwaite (ret.) is a man in his late thirties, born to bear the legacy of the family as the eldest child. He was homeschooled during early life before being sent to West Point to become an officer in the army and, come the siege of Santiago, served as a commanding officer of the 1st Cavalry regiment; but it was in the siege that artillery fire resulted in a stray rock causing a partial blindness in his left eye, complimented by a noticeable scar from eye to mouth. Reginald fosters a fierce admiration for any and all veterans and treats them with far more respect than others. Freshly returned from the Spanish-American war to play the part of social front to his sister’s female rule over the plantation, Reginald largely represents Braithwaite in business dealings, in the monetary upkeep of the estate and in any public events, disdaining his new, involuntary career path at every moment. Ms. Eleanor F. Braithwaite is a past-her-prime undesirable, rumoured to be as barren as she is bullheaded, hence that her previous marriage failed—but it wasn’t always that way. Proceeding a divorce invoked by her beloved husband, a twenty-four year old Eleanor returned from a neighbour state to the sanctuary of her father at Braithwaite Manor and grew suddenly into a studentship of his enterprise in Reginald’s absence whilst he was abroad at officer school. Having sustained the family business throughout the war and now, with the deterioration of William’s health, Eleanor shows no sign of remarriage, instead executing the logistical roles of the estate; prioritising the management of employees and the fulfilment of exports, surrounding herself closely with an inner circle of delegates to the many workings of the house and plantation. Braithwaite Manor is responsible for a great deal of the state’s local source of cotton and, with its impressive great many fields and orchards, sows a number of samelike crops en masse the year around.

  4. The Red Scarf Society (RSS) is a renowned and well known society that encourages women in their quest to get the most from life. Women support other women in their pursuit of freedom, rights, and various other issues in the U.S. Women used this society as gatherings to socialize, learn literacy, and to plan ways to reform society. These clubs allowed women, who had little political standing at the time, to gain greater influence in their communities. Often these women were known to wear a variety of styled red scarfs. Though most of these ladies were not known to be aggressive, they had charisma and there wit's about them to influence not only men, but their own community and even at times, each other. Following several months of peaceful efforts from the group, the Red Scarf Society reportedly sent one of their member's into Saint Denis' saloon on the 18th October, 1892. The member rushed inside with a molotov in hand before throwing it behind the bar, directly towards the bartender. The initial impact of the molotov reportedly killed 2 people, and a further 3 died from their injuries. The molotov caused much destruction for the saloon and nearby buildings, causing over $2000 in repairs to be paid. The offender, Julie MacLoughley, was sentenced to death by hanging, and the Saint Denis Chief of Police publicly stated that should another attack like this occur, "The Red Scarf Society shall seize to exist within hours, and all their members shall be hung." This threat likely scared the organisation from any further violent attacks for the time being, and they continued their peaceful protests, which did not get so far. OOC Information We aim to represent a realistic women's society group, that is used for gatherings, socialization, learning literacy and a way for women to plan ways to try and reform society. The organisation allowed women, who had little political standing at the time, gain greater influence in the community. The Red Scarf Society ICly aims to gain the attention of the government, and give women the rights they deserve, by hosting protests, mainly peaceful, but the odd violent one. We are open to members of other factions joining this faction on the same character, as we are only a group, and are here for the purpose of roleplay only. It is the home to migrant workers, carpetbaggers, bamboozlers, purchasers and sellers. It is a place of both high-class and low standing. And now, in 1899, it is the home of an established police force dedicated to maintaining American values and protecting the rights of the so called, "native born" citizen. Unlike other towns or territory, the badge-sporting men of Saint Denis are entirely tethered to ongoing politics. And in order to keep their wages, reputation and respect, they must adapt to the changing tide of immigration, unionization and diverse population. FORGET what you know about modern policing. Saint Denis will be a melting pot of clamoring souls, all looking to get ahead by whatever means necessary. As gate-keepers to success and safety, the Saint Denis Police Department walks the beat, protects local shops, aids in galivanting wares, forces street rats to exodus, and may also turn a blind eye for the right price. Some are considered white-hat angels. Others are called common street thugs. Nevertheless, each has their duty to serve and to protect. A quota must be made as controlling rulers of Lemoyne County strive to upheave their political agendas... And silence the opposition. CLIMBING the ladder of rank is definitely obtainable, but the real hardship lies in staying honest. Arrests and ticketing are commonplace acts, yet they are entirely at the discretion of the officer on-scene and the area they patrol. Certain districts will most likely be favored over others, as segregation and gerrymandering are ongoing pursuits. It is up to the officers themselves to dictate how honorable their name is -- and reputational hazards like beatings, shake-downs and ill-intended favors all could be ways of earning respect... Or paths to meet an untimely end. No matter what, one thing is clear: Saint Denis will be a cavalcade of disaster and the heralds of justice protecting it. TAKE TO THE STREETS in Saint Denis and discover downtrodden neighborhoods, aristocratic homes, market squares and gypsy tents. Meet the inhabiting urbanites and strive to befriend or belittle those you come across. American households look to you for their protection, so embarking on quests and favors for locals is encouraged. Trouble will always find its way through alleys and the sewers; but keeping it contained is your duty. Information is to be gathered. Conspiracies are to be unraveled. Voting booths are to be protected or squandered. Gangs and criminal junctions are to be heeded with caution, although a gold-plated badge indicates your right to trespass. VIOLENT FELONS AND HORRID RAPSCALLIONS are inevitably going to jail by your hand; but the petty thieves and low-down scamsters are to be punished publicly and left ashamed. Concern yourself with bigger fish and leave the minnows to swim away. Low-life characters are always around and filling the limited cell-block is hardly a worthy effort. Fines and tickets are a practical way of deliberating justice onto low-level crimes. After all, money is what makes the world go 'round... And your job is to keep it turning. EXPECT TO MEET QUOTAS for suppressing crime and keeping unsavory statistics at bay. High crime-rates in your sector may indicate a lack of professionalism and ability. Superiors will always be watching; and detectives will always be searching to uncover the truth of occurring incidents. Information is a key factor in policing; and you will be expected to know the neighborhood you patrol and the denizens who live there. Communication with townsfolk and understanding their happenstances is an American staple of good police work. THE GOAL is to build a reputation, no matter what it is. Conflict is a byproduct of structure and there are sure to be unsavory characters and atrocities to come across. Patrolling the various district blocks, investigating crimes, attending to wishes of local politicians and their liaisons, and ultimately applying an iron-fist where needs-be is a delicate practice. Maintaining order is a priority, yet for whom? This will be the underlying tone of Saint Denis and the policing there-in. PATROLMEN are the ground-force and commonplace peace-keeper. Walking a beat is a daily duty; and so is maintaining social order within the various saloons, gambling halls and public shows. Tasked with simple yet effective directives, these officers are on the mainline -- the first in defense against thieves, ramblers, drunkards and squabbling houses. They are able to write tickets, citing violations and even arresting those who're non-compliant to city ordinance. SERGEANTS lead patrols and maintain a watchful eye over patrolmen and the districts they protect. Political cunning is a must. Having the final word over punishments and jail-time, these characters are imperative to maintaining social order and the reputation of their district. Responsibilities include: filing reports, interviewing victims, attending headquartered meetings, instructing squads of patrolmen, and keeping crime-rates low in their assigned districts. Although they are expected to undergo the same duties as their fellow patrolmen, these officers hold more sway; only at the behest of superior ranks. DETECTIVES are the investigators of conspiracies and unsolved crimes. Unlike patrolmen, these grounded troops are of little force. Their duty is to uncover mysteries of Saint Denis' crime-ridden streets and to extrapolate evidence. Information gathering, case management and corpse-viewing are just some of the responsibilities held. These investigators are on-scene to eliminate threats of further violence and find the perpetrators of unsolved crime -- each with their own case-load. The need for punctuation is a necessity, as their reports are directly sent up the chain of command for viewing. LIEUTENANT is a position of little humor. They are the bearers of assigning Sergeants to their squads, and delegating the wishes of the department onto Senior Detectives. Maintaining social order comes through a plethora of paperwork; and their duties are hardly limited to the following: hiring, discharging, sentencing, routine check-ups, case-filing and attending political meetings to obtain a bigger budget. They are able to skew where investigators lean, or where patrolmen operate. In essence, they are the backbone of the Police Department and generally responsible for its good works -- or misdeeds. POLICE CHIEF is the undeniable rank of superior to all others. Towing the line of justice, they are the envoy to political affairs and budgetary concerns. Preserving both departmental reputation and the characters there-in, they must make decisions to improve the livelihood of all officers -- and the denizens they serve. Able to hire and promote, demote and discharge, they are surely expectant of solid police work. Assigning roles and responsibilities is only a fair sum of what this position entails, for political strife is ever-present. Inevitably, local politicians of both Independent, Republican and Democrat variety will all want their stake in Saint Denis. The question is...
